TOLEDO, Ohio — Tuesday, the city of Toledo and Lucas County released the joint city-county consultant’s study regarding the operation of the Eugene F. Kranz Toledo Express Airport. Campbell-Hill Aviation Group, a Washington D.C.-based consulting firm, which provides a wide range of services to the aviation industry, including analysis, strategic advice, and support, prepared the study following approval by Toledo City Council and the county commissioners.

The study reviewed the effectiveness of airport operations, including its financial performance, governance, and business activity. The consultant’s study is based on public data, interviews with city and county officials, discussions with civic leaders, and includes analysis of the airport’s financial reports, historic travel patterns, airline service trends, and surveys of business and leisure travelers of the Greater Toledo region.

Among the study’s recommendations, expanding staffing to improve marketing and promotion of airport to make it more attractive to airlines as they adjust to flight service demands in a post pandemic economy, adding the positions of airport director and airport air service and marketing manager, and developing a five-year business plan for both airports to identify opportunities for revenue growth. The study recommends the continuing governance of the airport in its current form.
